I was thinking about this and the objective approach the union should be
using is doing a
market evaluation of the different jobs to see who is being paid at market
and who isnt. This
is usually done with a sum of benefits which includes Salary and Benefits.


Im not sure about all the lower band positions, but I can tell you that
the Systems band is below
market. I would assume that the lower bands would already be significantly
above market which
should justify the percentage verses the flat.

The other option Ive seen is a pooled increase across all bands that
brings everyone is line with market.
Unfortunately, this would mean that some bands may not see increases for
serveral years, but we are
looking to make sure that we are getting paid a fair amount for our work
which also allows the organization
to attract and retain the qualified staff that we all depend on to succeed
and be properious.
